  3. ABSENT MEMBERS
  4. In practice, not all peers who are entitled to seats attend
  5. the Lords regularly. Some are on official 'Leave of 
  6. Absence' (for reasons of work, health, or foreign 
  7. residence). Some have not received a Writ of Summons, 
  8. entitling them to sit in the House (usually hereditary peers 
  9. who have succeeded to a title and are either under 21 or 
  10. have not applied for the Writ). And a few choose to give up 
  11. the title for their own lifetime, either because they disapprove 
  12. of the House of Lords on principle, or they wish to remain or 
  13. become MPs in the Commons.
